Accessibility law in Cyprus: are you provably compliant?
Administrative fines of up to €10,000 for a first violation and up to €20,000 thereafter, plus up to €500 per day for as long as the violation continues, an inaccessible web shop therefore keeps running up costs until it is fixed. The law also carries a criminal track: on repeat conviction up to 3 years' imprisonment and/or up to €30,000, rare in the EU.

Enforcement: what's happening now
The competent authority is the Deputy Ministry of Social Welfare, which can designate separate surveillance authorities and works with disability organisations. Supervision is complaint-driven: citizens and organisations can complain directly, after which binding remediation orders with deadlines can follow. The criminal track (Art. 38) affects directors personally and is rare in the EU. As of mid-2026 no published fines or enforcement cases; the regime is young and the supervisory set-up is thinly documented in public.
Cyprus adopted the Accessibility of Products and Services Law in 2024 (last amended 28 June 2024), in force since June 2025; the competent authority is the Deputy Ministry of Social Welfare, with the Council of Ministers overseeing public departments. The European Commission had earlier (June 2023) sent Cyprus a reasoned opinion for failing to notify EAA transposition measures on time.
