Accessibility law in Estonia: are you provably compliant?

Estonia transposed as early as 2022 and the TTJA published detailed guidance early on, there is no 'the law is new' excuse; fines run up to €20,000 for legal persons, and for e-commerce the requirements apply to the web shop service as a whole.

Enforcement: what's happening now

The supervisory authority is the TTJA (Consumer Protection and Technical Regulatory Authority), which handles violations out of court. Its toolkit: information requests, a binding remediation order (ettekirjutus) with a sunniraha (penalty payment) of up to €10,000, repeatable for as long as the order is not complied with, so potentially exceeding the fine ceiling cumulatively, plus administrative fines. The TTJA is visibly active with guidance, a reporting facility and structural monitoring; as of mid-2026 no publicly confirmed EAA fines against private web shops, private-sector supervision is in its build-up phase, but the powers stand ready.

Estonia transposed the EAA via the Products and Services Accessibility Act; TTJA is the enforcement authority and can fine legal persons up to EUR 20,000, with a penalty payment up to EUR 10,000 for failure to comply with an order.
