Accessibility law in Slovenia: are you provably compliant?

Fines per case are modest, product violations up to €40,000, e-commerce services up to €5,000 and up to €10,000 for medium-sized/large companies, but the real pressure point is the remediation order with a deadline, and as a last resort removal of the product or service from the market.

Enforcement: what's happening now

Supervision split across three authorities: market inspectorate TIRS (products and e-commerce), AKOS (telecoms, audiovisual media, e-books) and Banka Slovenije (consumer banking services). TIRS has published how it tests websites, semantics, contrast, navigation and alt texts, which makes compliance predictable and plannable. As of mid-2026 no published ZDPSI fines; enforcement is in its start-up and guidance phase, though the absence of known fines does not mean there is no supervision.

In mid-2024 the IRSID inspector responsible for website and mobile-app accessibility left the inspectorate; in its 2024 annual report IRSID explicitly states it lacks the capacity to apply the full EC monitoring methodology (review against all 137 conditions).
